# A tender changed. What happens to signed-off work?

BidDelta research preview · Blucca · 8 October 2026

Official historical case: South Norfolk Council, Customer Relation Management Software Package, reference 2547-PPT-R, OCID `ocds-h6vhtk-0470d3`.

Historical cutoff: 8 November 2024 at 15:56:37 UTC. Team tasks and approvals below are illustrative design inputs. BidDelta is in design.

## Three official changes

Sources: [Original 035490-2024](https://www.find-tender.service.gov.uk/Notice/035490-2024), [Correction 036312-2024](https://www.find-tender.service.gov.uk/Notice/036312-2024).

1. **C1, IV.2.2:** SQ / request-to-participate deadline moves from 2 December 2024, 12:00 GMT to 9 December 2024, 16:00 GMT.
2. **C2, III.1.2:** Existing turnover wording, including the £250k exclusion threshold, remains. Added text: “Additional minimum requirements as in the SQ guidance document published.”
3. **C3, III.1.3:** Three relevant technical examples remain required. Added text: “and additional professional and technical capability questions as detailed in the SQ and accompanying guidance.”

The applicable SQ and guidance supply the detailed additional requirements. In this illustrative document register, those files are awaiting collection.

## Five proposed task actions

| Task | Proposed action | Evidence and completion condition |
|---|---|---|
| T1 — Submit SQ | Update shared task and calendar to 9 Dec, 16:00 GMT | C1 / IV.2.2 |
| T2 — Financial qualification | Reopen review; retain existing turnover evidence | C2 / III.1.2; collect applicable guidance and review added requirements |
| T3 — Technical response | Reopen review; retain three case studies | C3 / III.1.3; review added questions and responses |
| T4 — Final SQ sign-off | Pause sign-off | Resume after applicable files are recorded and T2 + T3 pass review |
| T5 — Obtain SQ and guidance | Create one shared document request | C2 + C3 point to the same dependency |

**Retain:** turnover evidence, three case studies, and the completed architecture diagram (T6). The illustrative dependency map links T6 to the original service scope, which these three changes leave intact.

## Planned recovery: five affected tasks, four writes

Illustrative acceptance scenario: the agent prepares the five-action plan above. Before it applies that plan, a teammate reopens T2 and adds: “Finance review reopened; awaiting the applicable SQ guidance.” The edit advances T2's version.

Expected behavior during the application build:

1. The first commit detects the stale task version and stops the complete batch. Writes at this stage: **0**.
2. The agent receives the version conflict, queries the current task and evidence, and revises its plan.
3. T2 stays `review_required`, retaining the teammate's note and version. Its underlying financial review remains open.
4. The revised plan changes T1, T3 and T4 and creates T5. It records **5 affected tasks / 4 writes / 1 already aligned**.
5. T4 remains paused until the applicable files are present and T2 + T3 pass review. Existing turnover evidence, three case studies and T6 remain intact.

The planned run evidence links the real model call, three-source query, conflict response, revised plan and execution receipts. These counts describe an acceptance target. Recorded results will be published during the application build.

## One In-tend clarification draft

The original notice directs procurement communication through In-tend. Draft for this historical case:

**Subject: 2547-PPT-R — SQ and guidance referenced in notice 036312-2024**

Please confirm the applicable SQ and accompanying guidance version for the additional minimum requirements under III.1.2 and the additional professional and technical capability questions under III.1.3 of notice 036312-2024, and provide the relevant documents through In-tend. We have recorded the updated response deadline as 9 December 2024 at 16:00 GMT.

## Two questions for a bid manager

1. Which proposed task transition would you change, and what should happen instead?
2. For the last amendment you handled, where did you track the follow-up work, and roughly how long did it take?
