# BidDelta — build and evidence plan

[A real procurement correction](https://blucca.github.io/research/bid-amendment-impact/) is the starting point. The proposed application turns that correction into a selective repair of an illustrative supplier's task plan, with evidence for every action.

The application is planned for the **Explain Why** track of the [Open Agent Hackathon](https://hackathon.genai.works/event/open-agent-hackathon-2026). The existing research page and documents will be identified as pre-build material. Source code added for the application will have its own build-window history.

## Reviewer route

Three checks will connect the demonstration to inspectable results. Each result is a **build acceptance target** until an executed run is published.

The main video will use the one-review edit. Its run ID will match the downloadable evidence bundle. The other two runs and the focused recovery checks will be linked from the application README.

## The decisive run

Start with the original, approved example plan and import correction `036312-2024`.

1. Ask why the previously approved financial review needs attention.
2. Retrieve its prior sign-off evidence and query the current notice, document register and task snapshot.
3. Produce the five-task repair proposal, with source references and retained work visible.
4. Reopen T2 manually and add a note while the proposal still references its earlier version. Publish the edited task snapshot to the registered source.
5. Attempt the stale commit. Save the conflict response and the zero-write result.
6. Have the agent start a fresh remote query, verify that it returned the edited snapshot, and revise its proposal.
7. Apply four remaining writes: T1, T3, T4 and T5. Preserve T2's current note and version.
8. Inspect the receipts, calendar export, In-tend clarification draft and evidence bundle.

**Acceptance target:** five affected tasks, four applied changes, one task already aligned. T2 remains under review. Final sign-off awaits the applicable SQ/guidance and completed financial and technical reviews. Existing turnover proof, three case studies and the completed architecture diagram remain available.

These are planned outcomes for an illustrative supplier. The official notice records provide the historical facts. Runtime results will be published with the corresponding executed run.

### Three independent input runs

Each run starts from a fresh copy of S0, a new model conversation and a dedicated H-MEM instance seeded with the same illustrative prior sign-off. Its bundle preserves the seed and assigned memory IDs. The two-review variant uses two separate UI saves: T2 first, then T3. Each edit advances the global snapshot version and the edited task's version.

Both edit scenarios require the stale proposal to stop with zero writes. T4 remains blocked in all three cases: the applicable SQ/guidance and completed qualification reviews are its completion conditions. The two-review variant is a runtime edit of the existing inputs; the published 13-file research package retains its original two-snapshot contract.

Each successful repair advances the global snapshot once. The expected version sequences are baseline **1 → 2**, one-review edit **1 → 2 → 3**, and two-review edit **1 → 2 → 3 → 4**. A stale commit preserves its current snapshot version; already-aligned tasks preserve their individual versions and hashes.

## Current-state handoff

The task store will be the authority for edits and atomic action commits. Zetaris will read a versioned, read-only projection of that store, alongside the notice records and document register.

1. Save a UI edit in one local transaction. Export one coherent task snapshot with its version, task hashes and publication receipt.
2. Expose that snapshot through the tenant's supported source connection. The planned first path is a JSON REST source; the supplied tenant determines the actual registration and refresh procedure.
3. Close the earlier query token and start a new query. Record its request ID and the returned snapshot/task versions and hashes.
4. Match the returned version to the local edited state. A stale source produces `source_stale` and stops application of the proposal. The final atomic commit also checks the local version, covering further edits during investigation.

Successful repairs also publish the newly committed projection. Each bundle includes the complete final task snapshot and separate commit, source-publication and audit statuses. A delayed publication keeps its committed receipt and marks the projection as pending; the next investigation checks freshness again.

The [Zetaris SQL Manual](https://kbase.zetaris.com/knowledge/sql-manual) describes REST sources and table cache controls; the supplied service's behavior will be measured during integration. The acceptance evidence is the complete **UI edit → source publication → remote read → validated repair** path. Static source fixtures supply repeatable starting states.

## Evidence bundle contract

The application will export one bundle per run. These are planned filenames and contents; actual results will be populated from that run.

Each affected task will retain its notice ID, section, original/corrected text, source hash and rule references. T4 and T5 carry both C2 and C3. `already_aligned` T2 retains its explanation in the four-write run. The bundle's source and artifact hashes provide integrity checks; request IDs, task transitions and trace ordering supply the execution context.

Model responses will be represented by task-relevant structured decisions and cited evidence. Account credentials, private communication and operating costs stay in private storage. Runtime files will identify the actual services used; source/setup documentation will identify the pre-build materials, licences and Cursor development commits.

### Bounded investigation

The planned model-facing tools are read-only evidence queries. A single investigation has a total budget of **six model-issued tool calls**, including calls after conflict feedback. Typed plan outputs and the application's validation, task transactions and H-MEM audit writes appear as separate trace events. Every function exposed to the model counts toward the tool budget.

At the call limit, any remaining evidence gap produces `review_required` and stops further writes. The application records a conclusion as applied after its task transaction succeeds, linking the H-MEM entry to the durable receipt. A delayed audit write is recorded separately; retries use the receipt ID to find or create its matching audit entry. Final acceptance includes the completed audit status and read-back evidence.

## Run modes

- **Live agent:** actual model call, remote Zetaris queries and Meterless H-MEM operations. The run records the service responses it uses.
- **Sample test:** fixed test inputs and explicitly labelled model/remote-data stubs, used to check rules and transaction behavior.
- **Recorded run:** a saved live trace bound to its original input hash and execution time. Editing the inputs starts a fresh live run.

The integration plan uses Zetaris for the notice/document/task join, H-MEM for prior evidence and audit history, and Cursor during development. Service setup and measured results will be documented as they happen.

## Release check

The planned 2:55 demonstration opens with the procurement role and the run's observed result, then shows the source evidence, conflict, renewed investigation and four-write repair. Edited waiting periods are labelled; the run ID stays visible. The final frame links to the corresponding bundle and the SQ/guidance dependency.

The release candidate includes a first MP4/PDF upload and draft-save check. Final submission records the platform ID, status, URL and time. Public source, video/download access and the bundle are checked together. Counts in the demonstration come from the recorded run; measured team time, adoption and commercial outcomes will be recorded with real user activity.
